604.3 - Program for Talented and Gifted Students

The board recognizes some students require programming beyond the regular education program. Systematic and uniform procedures are used for screening, referring, identifying, and serving gifted and talented students. The board will review the progress of gifted and talented students at least annually for the purposes of ensuring the district-provided services meet the academic needs of gifted and talented students.

It is the responsibility of the superintendent to develop a talented and gifted program which provides for program evaluation, and for training of employees.

604.3R1 Program For Talented and Gifted Students Regulation

The district shall use systematic and uniform procedures for screening, referral, identification and serving gifted and talented students enrolled in kindergarten through grade twelve.

Screening, Referral and Identification

A reasonable effort (which may include outreach, data review, and multiple identification pathways) will be made to identify gifted and talented students among all student populations, including special education and English language learners. Identification of gifted and talented students is based on evidence from multiple data sources (objective and subjective), including local comparisons within the school district and, when appropriate, within individual attendance centers. This may include, but is not limited to: 
Standardized testing 
Student achievement 
Cognitive ability 
Creative ability 
Qualitative and quantitative data 
Teacher and parent input
Observation of gifted characteristics and behaviors

No single criterion prohibits a student from participating in the district’s programming for gifted and talented students. 

Serving Programming 

The educational services provided to gifted and talented students must include but are not limited to: 
1. Addressing cognitive needs of the gifted and talented student;
 2. Addressing character development or common challenges of gifted and talented children and promoting skills to support personal growth and academic success; 
3. Be in alignment with the gifted and talented child’s identification data; 
4. Correspond to the academic strengths and interests of the gifted and talented child;

Acceleration options, including subject acceleration and whole grade acceleration, will be implemented in accordance with district policy and applicable laws.
