The Board of Directors of the Forest City Community School District met for a regular meeting on June 9, 2025, at 6:30 p.m. at the District Office, Forest City, Iowa.
 
After a quorum was established the meeting was called to order by President Troy Thompson. Members present: Cody Henniger, Troy Thompson, Rick Wiley, and Andrew Fedders. Absent: David Reese, Beth Clouse and Kim Severson.  Rick Wiley moved to approve the agenda, Andrew Fedders seconded the motion. Ayes: four.  Nays: none.  Carried. 

Administrative Reports:
●    Sec’y Meinders presented monthly financial reports and a summary of the office calendar for June and July and an update on state funding for next fiscal year.
●    Sup’t Lehmann shared district thank you notes, ISFIS information, recap of the recent graduation ceremony and senior awards ceremony, status of daycare needs, and facilities update.

The following consent agenda items were reviewed: minutes of the May 12, 2025 regular meeting, employee contracts, employee contract adjustments, employee resignations, donations,  sick leave bank requests, financial statements, and invoices for payment.  After discussion, Andrew Fedders  moved to approve all consent agenda items. Rick Wiley seconded the motion.  Ayes: four.  Nays: none.  Carried.

In old business, the board reviewed the 2025 legislative priorities.

In new business, Andrew Fedders moved, Rick Wiley seconded to approve the review of the following board policies: 605.1, 605.2, 605.3, 605.3R1, 605.3E1, 605.3E2, 605.3E3, 605.3E4, 605.3E5605.4, 605.5, 605.6, 605.6R1, 605.6E1, 605.7, 605.7R1, 605.8, 605.8R1.  Ayes: four. Nays: none. Carried. 

Sec’y Meinders reviewed the upcoming November school board elections. Members Andrew Fedders, Cody Hennigar, David Reese, and Beth Clouse are up for re-election this term. Nominations for open seats can be filed beginning August 25, 2025 to September 19, 2025. 

Sec’y Meinders presented Certificate of Deposits (CD) for renewal along with two new CDs from MBT Bank.  Investment proposals: Renew General Fund CD $306,642 for 8 Months at 4.05% APR and purchase a new CD for $1,000,000 for 8 Months at 4.05% APR; Renew Capital Projects CD$1,533,209 for 8 Months at 4.05% APR and purchase a new CD for $430,000 for 8 months at 4.05% APR; Self Insurance Fund CD $131,060 for 8 Months at 4.05% APR.   Cody Hennigar moved, Andrew Fedders seconded to approve the CD renewals and purchase as presented. Ayes: four. Nays: none. Carried. 

Sup’t Lehmann shared an agreement as proposed by the Forest City Rotary Club to use the north side of the district office exterior wall for a mural to be paid for and installed by the Rotary Club.  Rick Wiley moved, Cody Hennigar seconded to approve the agreement as presented.  Ayes: four. Nays: none. Carried. 

The Board reviewed the annual renewal of the 2025-26 Educational Services Agreement and 2025-26 Entrepreneurship Academy agreement with North Iowa Area Community College (NIACC).  Rick Wiley moved, Cody Hennigar seconded to approve the agreement as presented.  Ayes: four. Nays: none. Carried. 

Sup’t Lehmann presented the annual Inter-District Transportation agreement which allows neighboring districts to enter the district’s borders for transportation purposes up to a set amount of miles as agreed upon by each district.  Andrew Fedders moved, Rick Wiley seconded to approve the following transportation agreements: One Mile for Clear Lake and two miles for Central Springs, Lake Mills, North Iowa, Algona, and Garner-Hayfield-Ventura.  All agreements must be reciprocal.  Ayes: four. Nays: none. Carried. 

Sup’t Lehmann explained that due to the inability to hire a full time Vocal Music Instructor for the 2025-26 school year it is agreed that the 18.95% ($5,988.00) H.S. Vocal Music Supplemental Contract will be split apart to accommodate staffing needs which requires approval by the Forest City Education Association (FCEA).  Andrew Fedders moved, Rick Wiley seconded to approve the MOU with the FCEA as presented.  Ayes: four. Nays: none. Carried.

President Thompson shared with the Board the final annual evaluations for Superintendent Lehmann and Secretary Meinders. The Board did not enter into closed session.

July 14, 2025 meeting topics were discussed. Rick Wiley motioned to adjourn the regular meeting. Andrew Fedders seconded the motion.  Ayes: four.  Nays: none.  Carried.  The meeting adjourned at 7:06 p.m.
