November 10, 2025
The Board of Directors of the Forest City Community School District met for a regular meeting on November 10, 2025 at 6:30 p.m. at the District Office, Forest City, Iowa.
After a quorum was established, the meeting was called to order by the President Troy Thompson. Members present: Cody Hennigar, Beth Clouse, Troy Thompson, Rick Wiley, Andrew Fedders, and Kim Severson. Absent: David Reese. Andrew Fedders moved to approve the agenda. Beth Clouse seconded the motion Ayes: six. Nays: none. Carried.
Administrative Reports:
- Elementary Principal Brad Jones, presented on their recent PBIS celebration, book fair, Veterans Day plans, building culture activities, kindness day, supporting deployed troops, and the US News & World Best Elementary School award.
- Director of Teaching and Learning, Zach Dillavou, introduced teachers Mallory Hartwig, Brittany Meinders, and Brittany Milbrandt who shared with the Board about the elementary Amplify CKLA curriculum and the impact it has had this year.
- Sec’y Meinders presented the monthly financial reports, dividend received from Iowa LGRP, 2027 budget calendar, operational sharing, financial projections and upcoming deadlines.
- Sup’t Lehmann provided information on upcoming strategic planning dates, IASB convention, UAB projections, and Waldorf facilities partnership.
The following consent agenda items were reviewed: minutes of the October 13, 2025 regular meeting, employee contracts and resignations, donations, financial statements, and bills for payment. After discussion, Kim Severson moved to approve all consent agenda items. Rick Wiley seconded the motion. Ayes: six. Nays: none. Carried.
- Employee Resignations:
- Hannah Vaughan (at the end of the 1st semester pending a suitable replacement can be found) - high school language arts teacher, high school student council advisor, volleyball practice coach, and assistant drama coach;
- Mike True - 7th grade football coach;
- Melissa Erdman (at the end of the 2025-26 academic school year) - elementary reading teacher.
- Donation from Margaret Bowen to the industrial technologies classroom.
In old business, Beth Clouse moved, Andrew Fedders seconded to amend the HS Handbook Student Awards criteria for the Academic Awards Night to be 98% attendance at the conclusion of the 1st Semester acknowledging excused absences as stated in Board Policy 501.9 to go into effect for the 2025-26 academic school year (immediately). Ayes: six. Nays: None. Carried.
In new business, board policies were reviewed: 707.1, 707.4, 707.5, 707.5R1, 708, 709. Beth Clouse moved to approve the policies as presented, Rick Wiley seconded. Ayes: six. Nays: none. Carried.
Kim Severson moved, seconded by Andrew Fedders to approve the transition of the District’s public notification newspaper to the Winnebago County Tribune due to the closing of the Forest City Summit/Britt Tribune effective immediately. Ayes: six. Nays: none. Carried.
Kim Severson moved, seconded by Beth Clouse to cast the District’s weighted vote for Nicole Lovik-Blaser as director of District Number 1 for the Central Rivers Area Education Agency (AEA) board of directors. Ayes: six. Nays: none. Carried.
Rick Wiley moved, seconded by Andrew Fedders to approve an addendum to the contract for educational services for concurrent enrollment with North Iowa Area Community College (NIACC) to add courses as listed. Ayes: six. Nays: none. Carried.
Cody Hennigar moved, seconded by Rick Wiley to approve an updated agreement as presented with the North Iowa Community School District for the shared wrestling program. Ayes: six. Nays: none. Carried.
December 8, 2025 meeting topics were discussed.
Rick Wiley motioned to adjourn the regular meeting. Andrew Fedders seconded the motion. Ayes: six. Nays: none. Carried. The meeting adjourned at 8:21 p.m.
